Heather Marsh, CPG, MS Eng
President and CEO

Heather Marsh (Ivory) received a Bachelor of Science in Geology from Bowling Green State University and a Master of Science in Engineering from Ohio University. She spent the past 24 years working in the tunneling industry on water/wastewater and metro projects. Over the course of her career, Heather built a reputation for honesty, integrity, and delivery and has been recognized as a leader in the industry. She has served on the Board of Directors of the Underground Construction Association (UCA) of the Society for Mining, Metallurgy, and Exploration (SME), as Vice President and Co-National Tunnel Leader for a large global engineering firm, as Committee Member of the North American Tunneling (NAT) conference for nearly a decade, and as the NAT conference 2012 Chair and 2010 Vice Chair.

Heather is known for her tenaciousness and unwavering determination to grow her expertise, provide solid results for her clients, and to listen, interpret, and deliver as promised. She rose through the ranks, serving in nearly every tunnel project position from Drilling Geologist, to Inspector, to Engineer, to Construction Manager, to Project Manager, to Principal-in-Charge. Her span and depth of experience is unmatched and has given her a strong sense of compassion and a keen understanding of every aspect of an underground project.

Heather has played a significant role in over 250 miles and $10 Billion in tunnel projects of sizes ranging from 6-ft to over 50-foot diameter as well as trenchless projects ranging from 8-inch to 84-inch. She is also well versed in design and bid package development for water, sanitary, storm, and combined sewers.

Fred Wagner, DBIA
Vice President and COO

Fred Wagner received a Bachelor of Science degree in Chemical Engineering from the University of Virginia and has spent over 30 years providing at-risk water infrastructure construction services for state and federal agencies and private clients from Alaska to Florida.

Fred is a creative detail-oriented problem-solver with strong analytical skills. He is an effective risk manager, a skilled scheduler, and he has an outstanding record of successfully overcoming complex construction challenges and resolving claims and disputes.

He has 20 years of hands-on experience managing divisional construction operations with full P/L responsibility, and has successfully delivered large and small utility projects using a wide range of delivery methods including design-bid-build, design-build, progressive design-build, CM-at-Risk, and Public-Private partnerships. This experience has given Fred a keen understanding of contracts, design and construction management best practices, construction means and methods, construction safety, wastewater treatment technology, cost estimating, cost and schedule management, and how contractors, engineers, and owners think.

Fred is a passionate promoter of transparency and collaborative practices, with a proven track record of leading highly-engaged project teams and facilitating superior project outcomes.

Gary Bulla, PE
Project Director

Gary Bulla received a Bachelor of Science degree in Civil Engineering and a Bachelor of Science degree in Natural Resources from The Ohio State University and has spent over 24 years of industry experience designing, managing and constructing tunnel projects in the Midwest. Gary is licensed as a Professional Engineer in Ohio and Georgia.

Gary has extensive experience working as both an Owner’s Representative and as a Tunnel Contractor. This combination of experience working on both sides of the contract has provided him with a unique perspective and valuable insight into engineering design, contract language, claims, negotiations, specification interpretation and enforcement, contract management and administration.

Gary Bulla is a recognized Builder, Engineer & Construction Manager in the Tunnel, Trenchless Technology, and Underground Structure Industry. He has a demonstrated and proven track record for building, construction management, engineering and estimating for large public-sector sewer and tunnel projects for over 20 years with final values ranging from $5 million to $150 million. His responsibilities have included project management, project engineering, project estimating, contract administration, claims preparation and management, implementation of safety and health programs and oversight of all daily construction and operations.

Gary possesses a strong sense of perseverance and drive to do whatever is necessary to keep the project moving forward in the face of construction challenges, adverse and differing site conditions, and contract changes and disputes.

James Carroll, PE
Project Director

James Carroll received a Bachelor of Science degree in Engineering from Colorado School of Mines focused in Mechanical Engineering. He has 14 years of experience in the design of tunnels and underground structures. He has served as project director, engineering manager, project manager, design lead and tunnel inspector for a broad spectrum of underground projects. He has participated in traditional design-bid-build, Public-Private partnerships and contractor-led design-build projects for both new and rehabilitation work. He originally received his professional engineering registration out of Ohio and is now registered in several other states. He is certified as a FHWA NHI Tunnel Safety Inspector and NX Burst Safety Cartridges for demolition in sensitive environments.

James excels at solving engineering problems. He has a knack for understanding how systems work and interact and identifying implementation challenges that may arise during design and construction. He applies this knowledge and experience to bring forward project solutions that best fit the client’s needs.

James strives to create a highly-engaged work environment with his clients. It is his belief that open and effective communication between all stakeholders at all levels is the key to a successful project.
